Shirley Welch is an Eagle County historian and local history author. Her husband, Don Welch, was an Eagle County Commissioner from 1985 to 1993; he was instrumental in the establishment of the High Altitude Aviation Training Site (HAATS) at the Eagle County Regional Airport.
